Stuttering/Slowdown in Games

Hello,

I recently bought a new computer and seem to have a strange slowdown or stuttering when I play games such as Diablo 3 and Final Fantasy 14: A Realm Reborn. I'll have Vertical Sync on in order to not have significant tearing on my screen and then I'll see slight visual slowdown/stuttering despite having a consistent 60 FPS on my screen. Things I've read online that sound similar are microstuttering but I do not have two graphics cards and only use one. I am also up to date on all of my drivers. At full load, my graphics card never goes above 50 degrees and my processor/cores never go above 38 degrees. I have the following configuration in my rig:

I can play my games fine and the system never crashes but at times the slowdown/stuttering gets annoying. If anyone has any ideas on what it could be, I would be really appreciative!

Have you tried forcing adaptive v-sync from your Nvidia driver controls?

Sorry for not replying sooner, I got bogged down at work and could not try the solutions. Last night I tried using the control panel and it did not make much difference, the problem is that more errors started to occur both with and without the change on the control panel. Now the computer has restarted several times on its own while playing Diablo 3 and one time my screen went black with the exception of horizontal flickering white lines at the top of the screen.

It does not appear anything is overheating, the cpu cores never get above 30c and the video card 50c under heavy load. Could it be hardware? Either the power supply, video card, or hard drive??

I got a chance to play last weekend and I am still having issues. I have run a memory test (memtest86) as well as a hard drive test (manufacturer's diagnostic tool), both of which have come back okay with no errors.

I downloaded Hardware Monitor as I've seen some on here use it to monitor their temperatures and it apparently also shows volts. These are my results after gaming for an hour.

I have also attached a picture I took which shows the stats that my PSU supposedly has on it.

Does all of this look normal?

After playing Diablo 3 and Rift last night, my computer was never able to maintain 60 FPS, it would drop down into the low 50s. Did not take a new screen shot of temperatures as they were identical to before.

With my set-up, should I expect to be able to hold max FPS (60) on most games at only 1920x1080? Current titles are Diablo 3, Rift, and FF14.

The voltages seem dangerously low. Azza isn't really a top-tier brand, so it is possible the PSU is faulty. Claim the warranty if you can. Tell them about the problem, and show them the picture of HWMonitor output. In the mean time, avoid stressing the system, or some other part of your system may get damaged.

Edit: Sorry about recommending the "Intel Desktop Utilities" earlier. I didn't realize it was specifically for Intel boards.
