The fastest GPU you can probably get for that price range will be the R7 260x

It competes with the GTX 750 Ti but is between $20 and $40 cheaper depending on the brand.

Edit - Also, your computer is paired with a 460w PSU. A high end computer with a R7 260x GPU consumes about 220w. A similar system with a GTX 750 Ti consumes a little less power, roughly 190w. Regardless, the PSU in your computer should be powerful enough to handle either of the two cards.

That power supply is enough. +1 for link drive. Those cards will suit your system the best.

Have you got any old drivers, if you have a previous GPU? Could be conflicting.

Just try this card into another computer or your friend or family pc and see if it works. If it doesn't than that means it is DOA.
