Could this systeem handel 30-40fps

I'm building a nee pc and I was woundering if a pc with the following part could handle the newest games ar 30 fps :
AMD Athlon II X4 760K Black Edition Boxed
MSI A78M-E45
Crucial Ballistix BLS2CP4G3D1609DS1S00CEU
Club3D Radeon R9 270 '14 Serie
Seagate Barracuda 7200.14 ST1000DM003, 1TB
Cooler Master N300
Corsair Builder CX430 Bronze

Depending on the game and resolution of the monitor, yes. By that I mean, Minecraft @ 1080p yes, Crysis 3 no.

The resolution of the monitor is 1024x768. And I want to play the games like crysis on medium quality.

you can play with that resolution, sometimes high settings might be possible, since your display 20% (approximately) less than to 1080p.

At 1024x768 you can run most games at Ultra. C3 will easily do Medium at that resolution.
Actually... 1024x768 only has about 38% of the pixels to address as 1920x1080.
