very high cpu usage

okay guys here is the deal
I have an old toshiba laptop
p4 2.4 ghz 512 ram 32 mb vega
it was running windows xp perfectly , until i decided to format and reinstall windows xp
after installing win xp and upgrading to sp3 , whenever i open any internet browser it's too too slow
firefox , ie , chrome all is too slow especially when viewing videos online
also i cannot play videos on windows media player
every thing really is slow , whenever i open the task manager the cpu usage is 100%
the last thing that i want to mention is that when i open the laptop at first , it runs very nice and plays videos online very good , but this is for 3 or 4 minutes only and then....
the turtle returns again
any help will be appreciated
i know my laptop is old but its fair enough for now at least

no check to see if your fan is working if it is not you have to see if something is blocking it or if it just stop working and will be needed to replaced

and for the record windows xp does not have anything like active or non active on windows vista and up has that

I am afraid win xp doesn't have a cooling profile
i am really thinking about excessive heat that's why i installed core temp.
the fan is working i can hear it working
after monitoring core temp. i noticed that when i open my computer and open any website that don't need flash or videos
the temp. is fine

the temp. raised to 61

the fan is working but what i noticed is that it keeps working for long time and the temp remains 61
it never goes down unless i shut my computer down for 5 minutes and re open it
any idea guys
