Windows 7 is better for most windows users because it is more familiar. If you want Windows 8, I would get whichever 64bit one is cheaper as you can upgrade windows 8 to windows 8.1 through the Microsoft Store after Windows is completely updated. It may take a bit longer than just installing windows 8.1 from the disc, but if it's cheaper it might be worth the time.

Windows 8.1 64 bit. It's a very good solid operating system.

The only downfall is the metro user interface newly introduced. I recommend buying and using Start8 to restore the Windows 7 like interface: http://www.stardock.com/products/start8/ .

Other than that I highly recommend Windows 8 as it's been extremely solid for me personally since release day. I don't think I've had a single system crash using Windows 8 outside of overclock testing. Windows 8 IS better than 7 outside of the interface issue with is easily remedied in 2 minutes.

I personally have 2 PCs with windows 8.1 and I don't mind it at all, I also don't use Start8 or Classic shell as getting used to 8.1 has been rather simple for me, though I understand some individuals don't care to get used to what they find to be a useless interface. One thing that I liked about 8.1 is that it allows you to boot straight to the desktop and avoid the metro interface.
