burnt GPU solution

Because of my poor handling of air flow for my GPU(Asus GTX 760) got itself burnt and voided its warranty, will a decent cooling fan/liquid be enough to fix it or what will I have to do to fix the problems I get.

Problems:
*When a game goes Idle the graphics becomes laggy and fps drops then when you move the mouse it goes back to normal
*Very high/hot GPU temps
*Burnt Smelling

Please I need expert advice about this. Thanks!

I'm not an expert on the topic but it sounds like you definitely need a better cooling fan. I'm not sure it will fix the current issues of the card but it will prevent further damages from happening. You can also set the max temperatures of the gpu in the settings.
