Builidng a multitasking PC in 2 phases

Hello guys,
I am planning to build a new PC for my work needs and will be building the same in 2 phases (a time gap of 3 months in between). Below I will give a detailed description of what I will be mostly doing with the PC, so that it will help you guys to suggest me a proper part list at the cheapest price.

First of all, I am NOT into gaming, and won't be into it in the immediate future.

Few details about my computer usage:

The following programs will be open simultaneously whenever I am working.

1) A Java RTE based program which work over the internet
2) Adobe Photoshop CS6 ( Photo editing and digital designing)
3) Two browsers (Chrome and Firefox) with around 20 Tabs open in total
4) Around 4 excel sheets, 2 word and ppt files, Foxit PDF reader
5) Music player (iTunes)
6) The usual applications which run in the background (Antivirus, Dictionary so on)

Other common use of PC

-Watching high definition movies/TV series
-Audio and Video editing

Simply put, my PC should be able to run the above mentioned tasks without any issues.

Now, certain per-determined things.

- The PC will be a dual monitor set up (19.5 inch LED) (2nd monitor in phase 2).
- Processor will be AMD ( Need to decide which one)
- Will be buying a graphics card (2 GB preferably) in the second phase
- RAM will be upgraded to 24 GB in the second phase (8 GB in phase 1)
- Will NOT be overclocking
- OS will be Windows 8.1

Now, things I need help with;
- Which AMD processor for my above mentioned needs?
(My budget for processor can go up to 200 $ (Price of AMD FX8350 in India)
- Which motherboard to buy?
(Price limit around 160 $)
- Opinion on buying a cheap cabinet and normal PSU in phase one and upgrading in phase 2
(As I said,I wont be overclocking, and any high end video/image editing can wait till 3 months)
- Temperature in my room will be pretty high (Top floor, Indian humid climate!), so any additional cost effective steps to be taken to cool down the CPU?
(No budget for liquid cooling and all, may be in phase 3!, but till then, additional fans??)

Just reminding again, I will be buying a graphics card in phase 2, so I am not looking for an AMD processors with inbuilt GPU.

AMD FX-8350 The best FX processor you can get without running into heat issues
Full water cooling can be expensive, but a closed loop cooling system can be had for around $70 and provide adequate cooling for your needs/environment. The Antec KUHLER H20 650 is $69 right now. If you must use a fan, the Cooler Master Hyper 212 Plus is good, about $30.
