That PSU will struggle with R9 280X. A solid 550W will do the job, with better 80+ certificate and more amperage on the 12V rail. Get something from the brands, such as: Corsair (avoid CX units), XFX, SeaSonic or Antec. There is XFX 550W for $50, which is pretty solid PSU, and it will handle the R9 280X, or the Antec HCG 620M for $59

Maybe. It depends on what you're running it with as far as a processor. General rule of thumb is that you don't want to run more than 75-85% load on the PSU (give it some head room), so 500w x .75 would be 375w limit. Much depends on exactly what the rest of the system is composed of.

As an example, your typical dual core haswell setup will probably run about 110 watts under load, some information puts the typical R9-280x at about 200-250 watts, so combined power in the 330-350 watt range which is under your target usage. Of course, if you're running something else (an overclocked 6 core Phenom for example), you would be running significantly higher.

Just as a rough guesstimate - Haswell dual core is about a 50w processor, an OC'd Phenom x6 is about 140-150w, so adding an additional 100w (140w Phenom vs 30w Haswell) puts you at 450w usage - or 90% load which I would call too high. So - without knowing exactly what the rest of your setup is, the best answer is....

I'd personally recommend going a bit higher to allow for more headroom - perhaps a 550-600w supply.
