Low Cpu Usage In Task Manager on games

So about a week ago, my frames started to deplete in games like Arma 2 and 3. I did nothing but uninstall and reinstall those games before yesterday. That did not work. So yesterday I did some research and found out something. While in Task manager, and while playing Arma 3, my cpu usage is only about 8-9%, which is very low. This actually makes sense now and I think it actually is the problem because when I play games, my fan RPM on my stock AMD increases, making it louder, and means my CPU is under load. That does not happen now, and the fan is always silent. Is there any way I can fix this?

My specs are
AMD FX-8320 @ stock (3.5GHz) Stock cooled
Gigabyte Geforce GTX 760
2x4 8 GB G.Skill Sniper Series RAM
WD Caviar Blue 1 TB HDD
Windows 8
Asus M5A97 R2.0 Motherboard with UEFI Bios

I thoguht I did so I ran Malware Bytes and got some results, so I deleted them all, that didn't help. I haven't been downloading anything too shady though, just the occasional south park torrent

The FPS started drop after any update from the game? All drivers are up to date? Check if GeForce Experience is giving priority to the GPU instead of the CPU.
Windows 8 or 8.1 (thought it doesn't matter a lot)?
If possible and you agree, download and run HijackThis and send us the log file.

Well In arma 3 I lost about 20 fps (all the way down to 9) and then they released an update which didn't help. On my Arma 2 they didn't update it but its still the same. All drivers are up to date, and I check every day, but i don't know what number update I am on since I am not home right now. How would I check if its giving the GPU priority in Geforce experience? Windows 8.1. I will download Hijack this when I get home at around 6 since I am at school now. btw can you link it with a safe download link, and what does it do?

Do you use Steam or standalone client for Arma 2/3?

In other words, I suspect the GeForce Experience "didn't not find" a good customization to match your AMD CPU and the GPU (let's not say it is intentional by NVIDIA).

I use steam to launch arms, but I have used to the one found in the document with it if that is what you are asking.
I know it can optimize the game, but how would I change the performance for each game?

You won't change it, but disable the customization to confirm if the anomaly goes away.
I also have some suggestions to diagnose the problem:

- Backup the profiles of ARMA 2 and 3 (the folder with the settings) and delete this folder. Run the game, configure the video and test it. If it do not work, recover from the backup if necessary.
- If you still have the log of your anti virus, could you send us? Or just tell me what virus was if you remember their names and signature. Some virus may damage drivers, system files, etc...
- Launch Steam, go to Library>All games>right-click on Arma 3 (Arma 3 because it updated)>Properties>Local files>Verify integrity of game cache. Wait it finish, then run the game.

How do i disable the customization

-I will try that back up thing, but on Metro LL its the same thing, however since that game is GPU intensive, I still get 70 fps on that game, with SPU usage at only around 8%
-I used map ware bytes, so it wasn't really an anti-virus, i just use windows defender. I just cleared the Malicious software, which I guess were those extra things that come in download packages.
-I have verified the game cache 3 times already, and that hasn't helped

Open the task manager>Startup tab, look for nvidia geforce experience and disable it. Restart your pc.

Did you check if you are using High Performance Energy Plan?

I remember putting it to power saver in the battery thing but thats it.
In my UEFI bios i have it set to standard

Your system looks clear (no malware, no adware, no registry corrupted). It may be a driver outdated, bad settings or hardware malfunction.

What driver should I update other than my gnu one, what settings do I change, and could it be the motherboard or cpu malfunctioning?
