Motherboard:AS Rock Z77 Extreme 4
CPU: Intel Core i5-3570K Quad-Core Processor 3.4 GHz 4 Core LGA 1155
GPU: MSI AMD Radeon 7950
Power: Seasonic 80Plus Power Supply M12II 620 BRONZE

I built my computer 2/2013 and it ran perfectly. A few days ago I moved cities, so removed and later reassembled my cpu cooler and graphics card. I had the original packaging for the graphics card and was very careful, so do not believe it was damaged in the move.

When my HDMI and VDI cables are connected to the graphics card, my monitor will turn on, and I will get to the windows logo and spinning dots. Then my monitor will go blank, end of story.
The fans on the graphics card are spinning (I have 2 6-pins connected to the power source)

When my VGA cable is hooked up to the motherboard, and nothing is hooked up directly to the graphics card, windows will load normally. However, I will only be using the onboard graphics (Intel HD graphics 4000) so cannot play my games.

-The GPU is in my PCI Express slot, which is set to default in my BIOS. There is another PCI express slot on my motherboard, but since the card is large another part of my motherboard prevents me from seating it into that slot.
-In BIOS, the PCI slot holding my GPU is highlighted yellow; however when I mouse over, it only detects my HDMI and DVI cable. My graphics card is not specifically mentioned there.
-I have uninstalled and reinstalled the latest drivers for my Radeon 7950 twice using Catalyst Control Center.
-I have physically uninstalled and reinstalled the graphics card about 7 times, and am sure it is seated properly. I have also inspected the gold pins, and they appear undamaged.
-Under "Device Manager," both my GPU and onboard graphics are listed
-I have tried Clr Cmos.

Is there anything else I can try to get my motherboard to recognize/use my Radeon 7950? I have tried to include as much information as possible. I am not sure what the problem is at this point. Any help would be greatly appreciated!

Solution
Its all fixed now! I called MSI, and the guy was very helpful. Here is what worked as best I can remember, for those with similar issues:
Started with monitor only hooked up to mobo vie VGA (otherwise I'd only get a blank screen)
1) Press windows key and R-- search for msconfig
2) go to the boot tab and click Safe Mode
3) Reboot, removing VGA cable from motherboard and placing DVI cable in graphics card
-note- on bootup in safe mode with VDI in graphics card, the blank screen was gone! I could access my desktop---
4) In safe mode, go to Device Manager
5) Device Manager > Display Adapters > Right click "radeon 7900 series" and hit "Uninstall"
6) Hit windows key+R, search msconfig, boot menu > normal startup
7) Fixed! (ish, I restarted...

I disabled the onboard graphics via device manager, and with the monitor hooked up to the graphics card only, restarted the machine. I still had the same problem- I see the windows logo, then blank screen.

I was talking about disabling it through your motherboard bios. So that way it's not detected at all on startup.

PS: You may want to update your motherboard bios as well if you haven't allready. It is possible that this was a known issue and may of been fixed in newer bios revisions. Might be worth looking into.

It turns out it was a driver issues then, and when i was uninstalling and reinstalling my drivers I needed to have done it in safe mode-- thats why it didn't work earlier I guess.

Thank you all for your input!
