Something may be going on with Windows UAC

My problem started about 2-3 months ago when i noticed that certain programs wouldn't open. I knew that only a few of these programs always asked for my consent, but when i tried running them nothing happened. After looking through my PC, i noticed in the task manager there was a process called "consent.exe" just sitting there not responding. This would stop if i restarted my PC then i would be able to run certain programs again. I did some research and found out that sometimes this can be caused by a Malware related issue, but when i scanned my computer with both AVG and Malwarebytes they all came up clean. I'm at a loss now since i don't really know what to do now, and this problem is kind of annoying. Are there any other alternatives to fix this?

(Note that if i try running any program that asks for my consent along with others, another process of consent.exe will start up in the task manager just like the other one, except it still can't do anything.)

UPDATE: I fixed my problem. Apparently recent Windows Updates caused a conflict with my antivirus (AVG), but now i have Avast! Kinda scary when you think about that however. Why would an Antivirus cause these problems anyways?

I hate UAC so so so much. I turn it completely off because even freaking Java updates CONSTANTLY ask if I want to give them permission to write to my disk. UAC is pretty much the worst thing ever, and the only thing I dislike about Windows 7.
