Interesting, let me see if I got this right - your previous PSU caught on fire (combust) and also killed the motherboard? So you bought a new PSU and motherboard but reused the CPU? Now the new system won't boot and you have taken the new PSU and attempted to start it unhooked from the motherboard by shorting the green and black connections with a paper clip and now the new PSU will not even turn on? So now you are concerned the CPU (perhaps initially damaged by the fire or something else such as the thermal compound) has now killed the new PSU?

When my old PSU combust, i bought new one. I plugged in to old motherboard and tried to check if any of components is damaged. Nothing happen when i pressed power on button. I bought new MoBo and plugged in processor-nothing happen again after attempts to power it up. so i unplugged 24 pin from MoBo and tried to boot PSU-third time, nothing happen :)  i even bought new cable (thought fuse gone to hell) now i am bit confused.

Right, so either the new PSU was by coincidence defective, or else something that was damaged in the first blowup such as the CPU (or maybe RAM? or Video?) has now destroyed the new PSU? Did you see a standby light come on at all on the MOBO after hooking up new PSU before you tried turning it on? If, not then it was defective to begin with. If I had to guess I think the new PSU was probably dead on arrival. You have two unlikely scenarios here but of the two that seems the least unlikely. The third option is that you overlooked some other possibility, perhaps in testing the new PSU you forgot to turn the PSU power to on?
