sync hard drive files and folders as shortcuts

I have three hard drives with videos on them. Each time I look for a video have to connect each drive until I find the file I am looking for. I would like to have all the files in one location but they do not fit on one drive.

Is there a way to only sync or copy the folder and file names as shortcuts on to my computer hard drive? I wold like to be able to use file explorer to browse the content of each external hard drive without having to connect the drive. I do not need to open the files since all the informatino is in the file name. Once I know which file I have to open, I will connect the right hard drive.

I tried adding it to the library but as soon as I disconnect the drive the library no longer shows the files.

I have a few 4TB drives. I would have to go in to a NAS to go beyond that, but I do not have the money for it.

There must be some kind of offline way to see the files. Similar to google drive, you never synchronize the actual file, just the shortucuts to the online versions. I am looking for something similar for external hard drives.
