clean install with win 8.1 oem after ssd failure - get "cannot install" message 0x80300024

Built system with Win 8 installed on SSD. That has failed - no sys recovery disk. Data is on another HDD and I can reinstall programs so not a big problem. However, when I go to do a clean install it gives me an error message, even though it "sees" the new drive, and no more info beyond the 0x80300024 code (or memory location?)
