Help Installing Graphics Card Drivers

I have been searching around for a while on trying to fix my AMD catalyst sweet so that It won't crash on startup. I tried to manually install the amd drivers (Going into device manager and selecting update and updating following amd's tut for that. Whenever I try to install It I get this error : "Windows encountered an error when attempting to install it... Request Not supported".

What I have done so far:
Uninstalled And Reinstalled (Rebooting after each one)
Set .net for only the latest version
Removed all AMD Folders (On both drives, not like it makes a diffrence)
Removed all amd Registries
Removed installed driver onto my graphics card (Now only have generic, can't install any driver -_-)
Attempted to refresh my os (Windows gave me some error saying that the hard rive was locked)

System Specs:
Os: Windows 8.1
Amd saphire 7950
Asus mobo w/ latest drivers
amd 8320 cpu
128gig SSD
1TB WD Blue Hardrive

If you have installed the windows 8 just now i recommend that you install it again, not refresh it. Then try installing it. Windows 8 have very tight security on folders. I had windows 8 and everytime i have to change the security it was the pain in the (well you know). When installed windows 8 again try doing some work and re-start it 2 to 3 times, either windows 8 will install the drivers itself or you need to install it. Same go to amd site and download the drivers for your card and then try to install. And try to install them in the drive in which you haven't install the windows cause like i said 8 have security in windows drive and folders.
