So, I decided that I'm going to buy a new computer, the only problem I got is that it has a GTX 650 2GB, and I read that you needed 400W, and the power supply unit has 280W??? Isn't that a bit of scam, it's a computer on a website, i'm not going to build it by myself.
 
What computer are you planning on buying? I am assuming that this is an OEM machine. If so, it very well may only have 280W supply (depending on the hardware installed), OEM's only use the bare minimum for power supply and often they aren't great quality. They do this to keep prices down and profit margins up.

So you have a couple of options. You've said that building it yourself is out. How about going to a local computer shop and having them build for you. That or find another OEM machine that does have a bit more oomph in the power side of thinks.
 
You're correct, a system with a 280 watt PSU, even a very good one, will be very stressed with a GTX 650, although in theory it can run one. At max load the 650 will use about 70 watts of power, if there is only basic stuff in the computer and it has a lower wattage CPU, it may be able to run with the 650, although I would not expect that power supply to last long doing it.
