can someone clarify why my ram does isnt at 1600Hz, it usaully runs at 800Hz. i have a AMD A6 6400K with a Asus A88x pro. does it change frequencies when it needs too? sorry im new to this

Solution
In short, yes, RAM settings can change. In the BIOS, the default setting is "[Auto]", and when left in this setting, the performance can fluctuate according to load/demand. If you want to have consistent settings, you'll have to specify them in the BIOS.

To elaborate on what ss2202sl said, RAM will appear as half of what it really runs at in a lot of readouts due to double data rate, or DDR. Your RAM is in fact running at the advertised specifications of 1600MHz. I would say leave it on auto and do not go fishing around in the BIOS / UEFI unless you know exactly what you're doing.
