Corrupt Downloads, Frequent BSOD, Slow Internet

This has been driving me nuts for the past day. My internet seems to be acting up, very slow speeds relative to what they should be (1-3mb/s, here's what I should be getting. Internet is fine on my other computer.)I first noticed the issue when trying to download the latest Battlefield 4 DLC -- the download speed would creep along at 2mb/s, and the download progress would keep almost reverting back in percentage. All other large downloads become corrupt. I've gotten the BSOD like 5 times today (said something along the lines of "driver irql not less or equal"). Haven't had a single one since I built my rig almost 8 months ago. I have not installed any new hardware or software recently.
In a last act of desperation, I tried to install Windows 8.1 since I had a spare key (I'm on Win7 now) but the download failed, saying the files were corrupt.
I've run a memory test, no issues were detected. Perhaps my HDD is on the verge of failing..?
