Motherboard Won't post 1peep repeat cycle

I put some old components together and on power up I get 1 beep (3seconds). CPU fan spins up for several seconds and the sequence repeats until I physically shut it down. The PSU, CPU, RAM, HDD, DVD/CD drive have all been checked with a different mobo. I have checked the the questionable mobo with everything disconnected/connected. The only time that it will not repeat the cycle is when the 4 pin 12v cpu connector is removed (of course it doesn't post), But the hdd spins up.

That beep code may be memory not detected. The memory I listed above would not be compatible because the motherboard uses only 1.8v memory. You list no part number for your memory.
