The Intel build is better.

The Intel build's GPU outperforms AMD's. But if you're going to run at higher resolutions than 1080p, I recommend the R9 280x since it's 3GB instead of 2. This link will tell you why the GTX 770 is better: http://gpuboss.com/gpus/Radeon-R9-280X-vs-GeForce-GTX-770
For the other specs, they're the same in both builds. So the winner is Intel.

Intel is pretty solid, but is liquid cooling going to represent any issues? ( the lack of it i mean)

I insist, isnt the lack of liquid coling going to represent any issues on the intel build, or is it efficient enough to work with fans?

The AMD build needs liquid cooling because of the thermal design of the AMD CPU = Super hot = 220 TDP.
