Does anybody know if you could build a good gaming pc with a titan black in it meaning you could make the rest up in 500$

No, whatever system combo under 1500 with a titan in it will have a terrible balance. For that budget try to go with an i5 and 780 or 770.

titan black is overpriced 6GB version of gtx 780 ti, they are the same gpu
