Your build without the monitor is a solid 8/10. I agree that money was not necessarily spent wisely went the parts were chosen, but it's still a good build. You've got to get yourself a 1080p monitor though and do those 760s some justice.
For gaming performance I give it an 8.

But I subtract 4 points for overall design.

2 points for having 2 760's, as they are less efficient than a 780 and more expensive.
1 point for the 4 TB disk and no SSD
1 point for the choice of RAM.

Total: 4/10

Verdict: A system designed by someone who was more interesting in spending money than building a decent system. Shaving a few dollars on many components could have built a faster, more stable system for less money.

That's the only piece of information that's needed. The actual hardware that does it is irrelevant. If it gives over 80fps on every game you have, then it's 10/10.

However, if you are actually asking people to rate the hardware, which I thought you were as you didn't initially state the actual gaming performance, then I'd give it 6/10, because there are certain areas which should be improved.

It's like if I asked someone to rate my 8 year old Dell core2duo laptop and then got narked because someone said it was 2/10 and I replied; well it plays minesweeper fine which is all I want so shouldn't it be 10/10!

In that case, my question should have been; can you rate my laptop's ability to play minesweeper.

So your question should have been; can you rate my PCs ability to play all the games I have at 80 fps. As you've stated it can, then the answer would be 10/10. Simples ;-)

RAM - I'm assuming that 1866mhz(windows will show it running @ 933mhz. 32GB) it's big time overkill. Hard to rate not knowing the brand.
video card - 7.5
hard drive - 7
case - 8.5
monitor - 3 or 4
power supply?????????

Can't rate the whole system without knowing the power supply.
