battlefield 3 and 4 get about same frames in loading ill get like 150 but in actually game it will hit 40's even 20's at times. I mean low setttings in the game
That motherboard is a concern.
When playing the game. Run something that monitors CPU speed(CPU-z). I am pretty sure your CPU speed is not running at its rated speed due to VRM throttling.
You need to monitor to see if the CPU does not throttle. For example when your FPS drops, check whether your CPU is still running at 4GHz and not a lower speed.
By the way, you didn't mention monitor resolution? Or what PSU model you have? 600W PSU does not mean anything.

DO NOT suggest Kombuster. Its based on Furmark, which literally killed many graphics cards a few years ago.

These days AMD and Nvidia both have driver built in throttling when Furmark or Kombuster. So it might be safe NOW, but its pointless too.

I basically use it on new builds to make sure the cpu is pushing the gpu to 99% use it a lot to check crossfire/sli

Yeah lower ram can affect it try going to the search and type msconfig click on it then click on boot then advanced from there see if maximum memory is checked should be top right if it is checked uncheck then reboot.
