Modem connected to my modem is not accessible from my PC

hi,

I am facing an issue.I connected one extra modem to my home modem for giving connectivity to my neighbours.Now issue is that "when i connect my PC to my modem and start accessing the other modem connected to my home modem.I can not access the neighbours router.Plz guide me to resolve the issue asap.me waiting for your urgent response.

there are 2 modems.one modem is connected to my PC via ethernet cable.and second modem is connected to first modem via ethernet cable.Now i am login in first modem that is connected to m y PC.While staying in first modem i want to access the second modem.the default gateway of first modem is 192.168.1.1 and default gateway of second modem is 192.168.15.1.
