G'day everyone.
I just got JC2MP as it was cheap on steam and I joined the most popular server with 50 people on it. I was getting 30 fps on lowest graphics and 10 fps when i went near people.

On another server that me and my friend were on, (just us two) I was getting 60 which i have it capped at.

I got an R9 280x
i7 3770k
8gb ram.

Ok.... First of all, your CPU has a lot of room for overclocking (Google this term, as It would take me far too long to explain this term fully).
Overclocking is something I do without any fear, but you need to know how. This is something you can learn just by visiting many websites that talk about this matter.

If your PC gets very loud, its either a poor cooling solution or perhaps the cooling is not sufficient.

From your answer I assume you dont know much about computers (how to change coolers, how to overclock, and similar things enthusiasts do).

If you have free time, on the internet you will find all the information you need, but always compare the information from at least 3 different sources to make sure the sites did not miss...
Just Cause 2 is a Console Port as far as I can tell (from the choppy mouse speed, reminding me of joystick) and it does have a lot of CPU dependant objects.
Is your CPU Overclocked?
Did you try setting high-highest priority to the game?
Do you have other CPU intensive programs running in the background while playing?
Are your temperatures fine while gaming?

Those are the only ideas I can come up with. sorry.

My CPU isn't overclocked, I don't know how and My PC is extrememly loud ingame. Nothing else running in background and i don't know what you mean by highest priority to the game, thanks for the reply :)

If you can add a budget cooler to your CPU (Not sure now what one, but you could ask in toms hardware forum, in coolers department or CPU department), overcloking should increase your CPU performance by quite a lot.

Priority can be asigned by alt-tabbing out of the game, pressing Ctrl+Alt+Surp, then choose task manager, Performance tab, right click on the game and choose set priority (It lets you choose different priority settings for the CPU).

As a Final Note, one things that almost every site online forgets to mention is Compatibility.
Most sites that talk about coolers, or any other hardware assume you know that not all components are compatible and they forget to metion it.

So make sure you check that (not only compatible with the CPU, but with the motherboard, and the case. IF unsure, ask at forums).

I have the same issue with my PC when playing jc2mp. FPS dips as low as 20-25 with alot of people around and in cities.

A10-5800k not overclocked
8gb corsair 1600 ram
xfx r9 270
msi a55m-e33 mobo
