New case fan is running suspiciously slow?

So I've had the Corsair 200R case for a while now and it came with 2 case fans. Could only use one of them due to motherboard restrictions but I decided to buy a molex to 3 pin cable and connect the other one in.
Ended up buying another case fan, Arctic F12 (3 pin) and its been rated at 1200RPM.
However, even when I connect it to the molex cable (Which should mean full speed), I only get around 420RPM (runs the exact same from my motherboard which is how I measured)

Should it be running this slow?! I noticed there's another cable coming off of the fan, a 'temperature sensor'. Could it be that the fan only runs at designated speeds depening on temeprature and not power source?

It looks like it's got some smarts, so will only run at full speed if the sensor gets warm.

Point a hairdryer or something at the sensor, and it should pick up speed.
