HELP! cpu USAGE LOW gpu USAGE HIGH!

Hello all
I have....

Asus sabertooth z77 MOB
Intel core i7 3770k overclocked to 4.5ghz
1000 watt corsair rm PSU
2x XFX r HD 7970's (crossfire)

A while ago i had different amd r hd 7970 and got very high FPS on 1 card! in all games!
But it went faulty so i sent it back! and they sent me my first XFX r hd 7970

And ive upgraded my PSU and brought another XFX r hd 7970and yet my FPS still dont match up to what i was getting of 1 card before hand

In msi kombustor on 1080 pre-set i get over 550 fps but before i was getting 650+ of 1 card
In games i get next to nothing

But ive reinstalled windows.... (formatted ssd and hdd)
Disabled desk top intel graphics in device manager
Ive tried running 1 card at a time but they both perform the same!

Ive enabled ULPS

Im seriously out of ideas on why this is

Ive noticed in GRID 2 on ultra i can get around 150fps - ultra low i get about 320fps
Gpu 1-2 88%-95% usage
Cpu cores all below 55%

Call of duty ghosts i get....
Between 35-50FPS
High gpu usage and low cpu usage
Temps if cpu in ghosts are around mid 60s (degrees c)
All cores seem to be below 50 %

Does any one know why this is?
Im seriously annoyed to the limit i have so much money (to me) tied up in my system and yet my FPS suck! wear as before i was getting 650+ FPS from a single card!

PLEASE HELP!

well...low CPU usage and high GPU usage is exactly what you want to see...the oposite would point a CPU bottleneck, now that shows you are limited by your GPU and that's what you want. You may have a problem with your driver if you get such low framerates in crossfire mode, try to do a clean re-install of your drivers using a tool like Driver Sweeper to clean your PC in safe mode, than reboot and re-install newest drivers. Good luck !

maybe ghost just don't support crossfire that well? have you looked for performance of users having similar setup as you have?

I haven't no
But I know a lot of people get problems in ghost using quad gpu set up
If I disabled crossfire i can get 60 fps

But in other games such as sniper elite v2 I use to get 365fps+ but not only 120fps and that's with crossfire

Not every games get great performance with crossfire even when in theory they support it...same goes with SLI, it's sad, but it's just the way it is...if you're sure everything is properly configured on your end, then that has to be related to the way the game support crossfire. Sorry.

are both cards set to run at the same speed in afterburner already?
Did you check cpu-z/gpu-z to see if anything i wrong like maybe your slots are not running at x16?
You have downloaded and installed all the new MB drivers and gpu drivers?
Intel chipset driver is installed?

And I have to run crossfire in x8 as only the first pcie slot is true x16
I have the latest beta ccc
And I have looked in gpuz and it says crossfire is enabled etc

And the latest bios update
And my gpus are both set to the same speed in CCC but haven't touched them in afterburner

are you getting better performance with crossfire in SOME games? or do they all run better on only one card ATM?

...and to be honest, on my end i havn't had crossfire system in the house since about 2008-2009 if i recall correctly so i can only point you the general guidelines for troubleshooting this, maybe someone with more knowledge of CFx setups will join in later on and assist you better, i'm sorry i understand your frustration...

Have you tried putting a band aid on your computer?

. . . If that doesn't work, do the driver sweeper software. From reading through the thread, I didn't see confirmation that you've done that. It's put your computer in safe mode and remove everything associated with your graphics drivers. Then manually install the newest version. It tends to be a cure for many things, and you should make sure to give it a try.

That is, of course, only if the band aid doesn't do the trick :D

indeed, removing the driver with the remove/repair Programs and Features in windows is not doing a clean re-install of drivers, you must load Driver Sweeper in safe mode, that tool will get rid of every possible related stuff to your driver that might be causing your trouble. To do that you have to download and install the software, then reboot your computer and on load up hit ''F8'' then select boot in safe mode and then from there run driver sweeper and remove everything associated with your display driver from within driver sweeper tool... Then reboot in standard windows and manually install the newest version of catalyst entirely with every feature checked in (install everything that comes with catalyst) .it has to be done as the first step in troubleshooting this, can't emphasis enough on that

EDIT: BTw i think the band-aid thing was a joke...

not only do you have nothing to loose but im pretty confident it will fix your issue if you do it right, it's always good when ppl come to get assistance that they follow precisely what they are told to do in the first place...my first post told you to run driver sweeper as a first step, if it works for you please make sure you select it as the best answer as it might help other users with the same problem down the line...thanks

Did you let driver sweeper take you into safe mode and all that, checking option to remove all AMD drivers (you can pick which brand to remove)?

If so, do it again but use non-beta drivers. They are more stable.

Before doing the driver stuff again, though, try going into My Documents > My Games, and then go as far into the folders as you can. Remove the files but leave the folders. That will get rid of the games' memory about your previous driver configurations, and the game will just make new files when you launch. Before you do, however, make a backup copy of the "My Games" folder just in case anything goes wrong (e.g. saves missing). If you use Steam, the saves should just sync over the cloud when you launch, so it won't matter.

Then, once you do the driver sweeper again, have it shut down your computer when it's done (that's an option). After it shuts down, take out the RAM, the graphics cards, and basically anything that connects similarly to the motherboard (i.e. all PCI-e cards and memory). Also, unplug all drives and replug them. Then put back your RAM and cards in different slots, making sure everything clicks into place.

After all that, go in and install the latest non-beta driver. That will eliminate a lot of possibilities. If you're careful, I'd say you can eliminate connections and drivers as a problem source after all this.

A next thing to consider might be the PSU. But we'll think about that if this doesn't work.

Very good idea, but i would aslo suggest not to use ''BETA'' drivers, try it with the latest non-beta version of catalyst..sometimes beta drivers may have unsuspected flaws in them

Ha, it doesn't even work unless you go into safe mode.

Download it here.

Once you run it, you'll get a prompt to restart in Safe Mode. Accept it.

Then follow the steps after the restart.
