Computer Turns on but no Display, CPU Cold

Good day everyone. I have an issue here that I just can't find a solution to. I got a desktop here, an HP desktop that turns on but shows nothing to the display. It stays on, the fans spin and the lights stay on but the CPU stays as cold as ever, never heats up. I checked all my other parts and they seemed fine but I think the issue is among either the motherboard or the CPU. Im not sure which one it is and I don't have parts to replace any of them. Anyone knows what the issue is? All the fans work including the CPU fan. I think i might just take the old parts and put them into another CU.

when you turn on your pc, your pc should make a beeping sound. Listen to the sequence of the beep and go onto hp support (http://h10010.www1.hp.com/ewfrf/wc/document?cc=us&lc=en&dlc=en&docname=c02222922) to check the problem.

There are no beeps.

does it make a beeping noise as usual? If you have spare parts, try swapping them to see if it fixes it
