matte screen glare in a dark room

I recently purchased a budget ips monitor. The picture is decent however even if I turn the brightness down to the 30% and even if I start knocking down the NVidia brightness I can't get rid of the glare(shimmer) on the screen even in a dark room. Is this an example of strong antiglare coating? Will getting a glossy screen remove this problem if in a dark environment?

The contrast is at default of 50, lower or higher doesn't help. It seems that the coating on the screen is diffusing the light or something, causing a shimmer effect but its so sensitive that even at very low brightness I can't get rid of it. I mean I can but then the picture loses definition because the brightness is so low.

When tested the room was pitch black each time. There were no external light sources. This glint is across the whole screen, of course its more noticeable in the dark.

I didn't have a camera handy but I ended up returning it. That type of matte screen isn't for me, I didn't like the way it affected the picture but i'm sure the coating is useful in environments with more light. My understanding is there are different levels of anti-glare coating now and some of them are very aggressive. I tried but I couldn't get a clear picture. Thanks for your help.
