AMD A6-5400K Bug: Games and videos behave odd

Hi, I've been having this problem for about 2 weeks now. Whenever I play certain games such as Loadout, Skyrim, Minecraft , The Sims 3 and Garry's Mod, the games act so strange that it's sometimes unplayable. The animations and movements of my characters move double the speed. In Loadout and Minecraft, my FPS is considerably high 30~60 FPS but the actual gameplay is glitchy and choppy. It's like, it moves fast but the animations are really choppy. In Skyrim, my character runs too fast in too little time and he blinks fast, and also the voices end too quickly and cut off another voice. The Sims 3 is completely unplayable... I thought it was a glitch in the game where I had to use a manual cheat to "slow down" the game but it didn't work. Garry's Mod too. A fix I found that works for Loadout, Minecraft and Garry's Mod is to go into task manager, right-click the process and set the processor affinity to 1 out of 2 cores. It immediately starts working properly again. However, this does not work in Skyrim and perhaps not The Sims 3 ( I haven't tried it yet). But in other games, such as Tribes Ascend and Warframe, the gameplay is completely fine and there's absolutely no problems.
Lastly, every other YouTube video I watch constantly goes back to the 0:00 mark back and forth. For example, it goes to 0:10, then suddenly repeats back to 0:00.

I searched up AMD Dual core optimizer, but it doesn't exist on the AMD website anymore. I know it probably has to do with my drivers, most likely, but I have the latest updates from the CCC in December.

Make sure you have deleted your old drivers too. Sometimes it doesn't do it automatically, and you have to do it manually (Look up a tutorial if someone doesn't post an in depth tutorial in the comments) Also, some APU's don't support specific monitor sizes, so it glitches out. Happened to me on my old 1280x1060 (I think) Monitor.
