New build wont boot

I just built a new system, and when i power it on the fans, hdd, and disk drives all run for about 10 seconds then it restarts on its own, the same things turn on but the mother board doesnt post (no beep and no video)

MSI H81M-E33 V2
Intell i3-4130

I have tried both the onboard VGA and HDMI, 2 different video cards, different RAM, and different power supplies, all with the same result.

so did i get a defective mother board? or is there some other problem?
 
Solution
No beep means no POST. Here's a quick troubleshoot list:
1. Unplug all parts except mobo, RAM, CPU. Make sure these parts are all plugged in correctly (including CPU power connector on board and main 20+4 pin connector)
2. Test. If the computer boots, go to step 3. if it fails, you have a broken part. Replace RAM and try different slot. Test again. If fails, replace CPU. Test again. If fails, mobo is bad.
3. Plug in hard drive. Test. If boots, reinstall OS. If fails, you have one of several issues.
3a. HDD is causing crash. Replace if possible
3b. Insufficient power. Upgrade power supply.

I returned the mother board and got a different brand, the computer runs fine now

this isn't the first time i have had issue with MSI boards, this will be the last time I buy one
