Internet Suddenly VERY Slow

For the past 3 days my internet has been extremely slow. I've been getting between 200 and 650 ping and under 2mbps (via speedtest.net and pingtest.net.) Last night, at around 12:00 am, my internet went back to its normal 50 ping, 12mbps speed and lasted for about 2 hours (maybe more but I went to sleep.) Other than that it's been slow as hell and only briefly goes back to normal (lasting maybe a few minutes.)

I called AT&T and they sent someone over. He replaced the router, which didn't do anything. He then did a few other things (changed ports, etc..) which seemed to work. However, about 10 minutes after he left my internet slowed down again and has been fluctuating between normal and extremely slow.

I currently have a 12mbps connection and there are about 3 active users in my house including myself.
I've made sure no one's been torrenting or downloading anything when testing the speed.
I have AT&T U-Verse.
The slow speeds are affecting all of the computers in my house.

Are the other users in the household experiencing simular issues?
Did he replace the modem?

If your PC is the only one affected try running Malwarebytes, often Viruses slow down your computer/data speeds. Still not up to par? Uninstall then reinstall your network adapters. (assuming your using a laptop). Using an ethernet cable? Uninstall then reinstall the Ethernet drivers.

Any better?

They gave us a router/modem combo.

Everyone in the house is experiencing the same issues, whether they're wireless or not. The modem/router has been replaced.

Well since the modem has been replaced and the problem persists, then it's not likely that.

Its there a POTS filter on the line going into the modem? If so, do you have more than one? If you do try another.

Have you tried replacing the phone cord going into the modem?

Have you tried moving the modem to another phone jack?

No POTS filter

The phone cord was replaced with the new modem

The AT&T guy tested the phone jack and said it was fine. I'd move my router to another jack to see for myself if it wasn't across the house.
