What is "Bottle Necking"?

Solution
Bottle necking is when one component of your computer system far outperforms your other components, so that your other components are holding back the good component's potential.

In Layman's terms: "Your only as strong as your weakest link."

For example I ran into this when I upgraded to a GTX 760 GPU (Video Card)
The 760 GTX is not the top of the line, but it's a fairly decent card. I however was still using a Phenom II x4 processor which is old and not decent anymore.

The result was that I saw no performance increase because my CPU was holding back my great new Video card from performing at it's best. Once I switched to a better CPU, I was able to see what the GTX 760 could really do.

Hope this helps!

Bottlenecking is when the rest of the system can deliver much more power, but is held back by one component. The term comes from pouring liquid out of a bottle - the narrower the neck, the slower the flow rate you can reach.

A Phenom II x4 965 and a Radeon HD 6870 is an excellent combination for gaming. That CPU will in no way hold your video card back. If you had that video card along with a 2.4 GHz Athlon x2, the Athlon would be a bottle neck.

In general, any processor with 3 or more cores has enough capability to handle any video card with little to any bottlenecking.

what is bottle necking?
take a a empty glass of wine and fill it with water then try pouring it out with half a finger blocking the lid
thats a visual representation of bottlenecking in simple terms

in simple computer terms it is when one part is not on equal and is holding back the other parts of your computer to perform fully
think a spanking brand new generation GPU in a computer and a 2000 era processor
even if the GPU is THE MOST powerful GPU in the planet the processor will hold it back due to the technology used at that time and its specs (processor specs)

so there you have it ;)
