when i run any program like Mozilla Firefox or internet explorer or my compuer or any game or watching video my CPU usage become very high and i tried to reinstall my windows and still the same problem

windows xp sp2 cpu intel celeron d 347 gigabyte g31m s2l and i don't have video card

It sounds like your PC is just weak, so the CPU is maxing out trying to run things.

What is the problem exactly? High CPU usage itself is not a problem.

As Rationale said, your system is very outdated. The only thing you can do is open the case up and use compressed air to blow out all the dust (compressed air won't endanger your parts as wiping them with a piece of cloth does).

I agree, he should make sure it's not overheating.
If it's started overheating so suddenly, then it's also possible a fan stopped.
