EVGA 770 overhangs out of the PCI slot? LED visualiser not working

it has been like for a while and works fine but I just noticed that the card overhangs at the front, that is this for, why does it still work and does it reduce performance.

also i was reading about NVIDIA LED visualiser and i cant seem to get it to work, maybe it is something to do with this ? i have the NVIDIA GeForce experience installed and it says its ready, and when I alter the settings nothing happens.

You mean the piece of tab that's not slotted into the pcie slot? You don't have to worry about that, it contains no conductors whatsoever so it's not supposed to be plugged in anywhere in the first place. It's there for (structural) stability purposes, while it is plugged in. Regarding the LED visualiser, I'm sorry as I do not have any experience with that.
