Opinion: Vid Card Toast?

I think I already know the answer, but I want to make sure before I drop $100-200 on a new card. Is my video card dead?

Randomly this screen will pop up, usually when YouTube is on but not necessarily playing videos, but other times when I startup a game. This picture happened when I booted up my computer. The small box is my mouse cursor. From here the screens shut off after a few seconds.

Thanks for any help you can give!

Yep, I can boot up some days and nothing is wrong. However, this problem only use to happen once every 5 boots or so. Now it is every other boot. It could happen within a few minutes of logging or 30. I get this screen for about 5-10 seconds, then the screens shut off and I have to hard reboot.

Not overclocked, temp gets to about 80 C when gaming and stay steady. The cooling is working. For reference, this is a GTX 280 that I bought 4-5 years ago. Didn't think heat was an issue on bootup. Just using internet now and it is at 65 C.
