AMD A6 6400k APU high temperatures URGENT

I just completed a computer build for my little brother. He lives in California, I'm in Florida. Unfortunately, he just doesn't have the technical skills to do it himself.

The build went perfectly. I installed windows 8.1 to a seperate partition on his 500gb 7200 rpm hdd, set the volume for the second partition, and immediately went into some very basic stress testing.

I built this computer so he can have a gaming rig, and I told him he'd be able to play games like Skyrim on ultra settings. When I tested Skyrim on Ultra, it ran great. He should also have no issues with games like battlefield 4 and titanfall. Not bad at all for a budget rig.

Specs: amd a6 6400k apu (non-black edition)
4 gb gskill 1600 ram (one stick)
gtx 750 ti 2gb GPU
ECS A75F2-A2(1.0) ATX FM2 mobo

I installed HWmonitor before running skyrim so I could monitor the temps and power draw. First off, I noticed that there are no core temps. This is a dual core processor, but hwmonitor doesn't even have a spot where the core temps should be shown. It only shows Packages temp, and that was hitting around 75-80c under load.

Being really concerned about this temp, I did some research, found out that hwmonitor isn't the best for monitoring APUs, so I went and installed CoreTemp. CoreTemp is supposedly compatible with AMDs Richland APUs. Unfortunately, while the cores do display properly, it shows 0c for the temps.

So I installed Aidaxtreme. Ran a stress test on the cpus. Said it was at 100% load, something I confirmed in hwmonitor and task manager. However, it claims that at 100% load, my processor isn't getting higher than 25c. That's after 15 minutes at 100% load... which just doesn't seem right. I'm using a stock cooler. I'm a boss with the cable management, but no one is that good. There's a case fan at the top of the case near the back, sitting about 2 inches over where the cpu is mounted, and another case fan at the back, near the top, about 4 inches behind where the cpu is mounted.

I decided to check the bios. Under the computer health section, it lists the fan speeds and voltage for the cpu. It also has something labeled "cpu tct1" with a number value of "+38" to the right of it. Is that supposed to be the temperature?

I'm just really concerned. I don't want to mail my brother a pc all the way across the country only to have it fry on him a week later... Any help would be greatly appreciated.

PS...: I intend to mail him this PC today, or tomorrow at the latest, so an expedient reply would be awesome :).

There are 3 possible problems:
1. Your CPU is defective.
2. There isn't enough thermal paste/compound- or it wasn't spread properly or there's to much.
3. You Mobo maybe giving you incorrect readings.

There is also the chance that your CPU cooler is on incorrectly.

Ok, but if that is the case, then you're saying that the packages temp shown in HWmonitor is the one to go by? From all of my research, and I have done several hours worth, HWmonitor is NOT the choice to use for APUs. I mean, I have HWmonitor telling me cpu packages temp is above 70c, while I have aidaxtreme telling me it's at under 25c. Personally, I don't believe either one of those readouts.

Right now, what I really need, is a way to RELIABLY monitor those temps. That way I can determine for myself if there is indeed a temperature issue and react accordingly.
