I want to stream League of Legends. When I play normally I get a stable 60 fps. When I stream it drops to 30. Is it my graphic

I want to stream League of Legends. When I play normally I get a stable 60 fps. When I stream it drops to 30. Is it my graphics card or my CPU? What should I change it to?
CPU: AMD Phenom II X6 1090T 3.20GHz
GPU: AMD Radeon HD 5570

This is actually normal.

Many streaming/recording programs will frame lock your game at 30 FPS while playing and streaming/recording. This is to prevent frame tearing in the video output, which is 30 FPS.

Check with the software vendor to see if they have any tips or if there is a setting to turn off the frame cap.

Also, slap a good cooler on that 1090T and overclock it. They will usually do 4.0GHz with a good board and clean power. I had mine under a Cooler Master Hyper 212 EVO and it stayed under 55c at full load on all 6 cores at 4.0GHz on 1.4375v. Keep the temps and voltages safe and it will serve you well. :)
