There are MANY queries across sites about Toshiba's Win7 won't shut down, stuck in power off. I had this problem and finally solved it. Here is what does not work: continuing to press the off button, removing the battery (not accessible), or rebooting (can't get on to do so).
What DOES work:
sometimes - letting the battery run down, push F8 repeatedly with restart
more consistently works:
-push power button - computer goes to sleep (not off, that's the problem!)
- push the power button TWICE, QUICKLY, on the second push HOLD it down, it may turn off.
