I have had Norton for a year and it is time to re-up. I just don't know if it is really that good, and I have noticed that my computer runs slower since I have had it on. I want to believe that windows Defender is just as good, but when I first got my computer I was advised by the Techs at HP and at Best Buy that Windows Defender is NOT an anti virus program and I needed to subscribe to something else. After reading a lot of posts, I find that it is indeed an anti virus program and many people use it for complete protection. Can anybody tell me if I can rely on Windows Defender to keep my computer safe from virus and malware?

it work fine as long as you don't download/run/install software from unknown source on the internet.

No, it is not safe. You should have some type of quality antivirus program and something like malwarebytes.

I use the Comodo Dragon firewall and Avast! antivirus so I'd recommend those since they are both free and have gotten very good reviews. In any case, don't trust anything that's made by Microsoft. Windows defender is a firewall and microsoft security essentials is their antivirus. Used it once, got infected, never again.

Malwarebytes is good, but since it doesn't use active protection, deleting a virus with it might lead in that virus already having stolen some information from your computer (website accounts etc).
