My questions:
What is better Saphire R9 270X vs Radeon 7870 powercolor?

Can i overclock CPU&GPU with my 550w psu or do i need 600w, but the calculators and such say that it will use max 450w

To answer your first question, the R9 270X is a reskin of the 7870, but it is newer so it is better.
If you can get the 7870 a whole lot cheaper, than I would go with that.

Your second question, if you overclock both your GPU and CPU, you should be fine at 550W's.
XFX is a great Power Supply manufacturer (Seasonic's basically), and it is 80+ Bronze and reliable.

Also, I think the 6300 can get 4GHz easily with overclocking.
