Updated Rig Won't Turn On

CPU: Xeon E3 1230 V2
Motherboard: Gigabyte Intel Z77
GPU: nVidia GTX 460 SE
RAM: I can't recall right now, 2 4 GB sticks of DDR3
PSU: Corsair TX650M

The CPU, PSU, and motherboard are all brand new. I tried the mobo and CPU with an older PSU at first, and it would power on for a second, but that was maybe once. Eventually it seemed like the computer would power on if the GPU was NOT plugged in. But this would be for a few seconds at a time before it would shut off again. All signs pointed to a PSU that couldn't handle the load. Bought the new one, having the same issue.

Any clue what it might be? My brother, who's helping me get it working while I'm at work, mentioned that apparently some of the screws were wrong and one of them scuffed up the inside of the hole where it previously was. Not sure if this would cause it to no longer work.

Advice?
