Can only access certain websites

I have spent the last two days searching for a solution to this issue. I have a very new desktop PC that is partitioned to dual-boot Ubuntu 13.04 and Windows 7 Professional 64bit. I am encountering an issue when attempting to access the wired internet connection that only allows me to access what I would describe as popular websites. I can access Google, Facebook, Twitter, and sometimes Yahoo. Dropbox works, but cannot upload. I imagined this was due to a firewall so I will outline all the steps I have taken thus far.

Release/renew various times. DNS settings are all set to automatic, and do not work when using Google DNS servers either (I am on campus wired internet which my laptop running Win7 64 Home with Wubi for Ubuntu 13.04 has no issues with).
I have netsh cleared winsock and reset TCP/IP.
I have removed Avast antivirus and all registry entries using the .exe uninstaller and manually verified that the registry is clean.
All internet settings are set to default to automatic IP address retrieval and DCHP is enabled. I have tried with both IPv6 enabled and disabled.
I have ran antivirus scans with both Avast and MalwareBytes in Safe Mode - computer is clean as of this post.
I have tried Windows system restore, startup repair, and the Ubuntu repair.
I have disabled Windows firewall settings and verified under the Internet options that I am NOT using a proxy.
Attempting to access websites via a proxy does not appear to work either.
I CAN PING all websites that I am attempting to access in Windows 7.

In Ubuntu, however, I previously had similar issues but now am receiving even less internet.
I cannot access any websites as of this post, but can still ping the big ones (ie Google, Facebook, etc) but unlike Windows cannot ping my attempted websites of access (campus website for instance).

My inclination was that somehow the Windows installation became corrupted somehow, but this would not explain why it doesn't work in Ubuntu. The other inclination is that possibly GRUB is causing something to go awry.

My drivers for the network adapter are up to date and at my HOME internet before moving back to campus 2 days ago the internet worked 100%. I had no issues whatsoever.

Anyway, does anyone have any suggestions while I wait for my Boot Disk to get here? I am about to do a HDD wipe and try reinstalling the partitions.

Are you on school network? If you are, I would contact the Network/IT department for more info. Some of the private network will give you limited connectivity download/upload to certain address (mostly firewall permissions).
