Budget Range: preferably under $300, but can go as high as $400

System Usage from Most to Least Important: Must play 1080p video smoothly (so need an HDMI out). Will be using this almost exclusively for playing movies off my external HDD and retro gaming emulation (maybe up to NDS, but at least up to N64).

this is better. if you can go without windows it will fit you're budget but if you want windows you're gonna have to stress abit.
