CPU idling at 70 degrees C

Thats pretty hot for an idle temp. Even if your fan speed is at low you should be much cooler at idle.
Have you just installed the cooler or is it old?
If you just installed it, you might have put either too much thermal paste or not enough not allowing the heat to be pulled off of the CPU.
Also, make sure the pump is actually running. If it's not old, there could be air bubbles - give it a few flicks with a finger and you'll hear air moving out if thats the case.
Also, you've overclocked the CPU up to 3.7? How much voltage did you increase?
