Always have to wait for second HDD to load

Hello, please help me with this problem.
I have currently two HDDs
1. = 500GB Western Digital 3Gb/s SATA 7200RPM -> HDD with system (Windows 7 Ultimate x64)
2. = 320GB Seagate 3Gb/s SATA 7200RPM -> HDD for storing data only

Problem:
Sometimes it happens that when I want to open a folder or play multimedia or just anything (open browser, run application etc.) I always have to wait for the storage HDD to load. I don't know if it's in some state of sleep when I'm not using files that are stored there or something, but I can always hear it starting up (spinning inside) when the system freezes. It usually takes about 2-3 seconds. Only after the storage HDD is running then Iam able to proceed.
It also happens when I want to browse the files stored on the storage HDD, that it sometimes freezes for 3 secs after clicking on a file, trying to open it, and after I hear it starting up then I can proceed.
It is very annoying, especially when I want to play video on my system HDD, video that has absolutely nothing to do with the storage HDD and still I have to wait for the storage HDD to load.
Any idea how to fix this?

Control Panel - Power Options - Change settings for current plan - Advanced settings - Hard Disk and change the amount of time before it spins down.
