New to overclocking, not sure if what im seeing is stability issue or normal. help?

Hey guys, below is my current setup. First of all I really like playing FSX but even with the FX 8320, its not keeping up with the game. After I started digging I started really considering the jump to intel. The other night I was soooo close to just droping the $400 and switching so I'd like to get opinions on the switch. Anyways, rationally I wanted to try to overclock before I spent so much money...so here we are

Right now Im just running prime95 with stock settings as kind of a control test (3.5Ghz). I can surf the web fine, open and shut browser windows etc. but when I drag a window around when its minimized, it gets glitchy. Is this a stability issue already or normal considering the CPU is under full load? If its ok, at what point is it considered a stability issue?

Also normal. It is refered to as V-Droop.

If your chip becomes unstable you can use Line Load Calibration in the bios.It will adjust the input V-core voltage to maintain a steady 1.35 volts during load.
This could raise the input voltage to 1.4 or higher for V-core.

Ok, great. Im OCing right now so this will kind of be live.
Right now I'm at 3.7Ghz, a CPU core at 52deg, CPU at 39deg, with vcore voltage at 1.328V.

1. Core Voltage is fluctuating between 1.28 and 1.2 during test, is this normal? When I stop prime95 it goes to 1.328V
2. CPU freq is at 3.7 Ghz but will fall back to 2.9Ghz for a split second before holding at 3.7 again, is this normal?
 
Your chip is guaranteed stable @4.0ghz. (turbo to 4.0).
Start there.
Disable AMD cool and Quiet in the bios. This will make the chip stay at your overclocked speed instead of clocking down and lowering voltage.
Above 4.0 is overclocking on this chip.
Be very careful watching the temperature.60c is max you want to see.

I have disabled AMD Cool and Quiet, now that I bumped voltage up by .025 to 1.35, Im seeing voltage constantly around 1.232 and dipping to 1.15 etc during prime95. All BIOS automated voltage control stuff is off. When prime95 stops, it comes back up to normal
