all seems well i went ahead and just swapped cpus alot of people say i should reinstall windows its this true ????
i have enough wattage i think 750w psu 80 plus
gtx 650 just incase it matters
8 gb RAM 1600 mhz but only runs at 535x2 so 1000mhz is this bad ?

Don't flash it just reset it, do you have a reset button on the IO or Motherboard, you should be able to reset it to default from the bios its self by pressing escape or exit and I usually says Save & exit, don't exit or reset to default, you can also remove the small CMOS battery on your Mobo(button battery) to reset the BIOS.

Update the mobo drivers, also do you have your SSD/HDD plugged into a 6gb/s sata as this will boot faster than a 3gb/s sata, also doing a disk defrag every now and then, deleting things you don't need like in your downloads folder etc, and check for malware as well, also boot time would decrease depending on how many things that open on startup
