No OS files?

When I tried to turn on my PC that runs windows vista my computer went through and deleted corrupt files. It's done this in the past but no harm seems to have been done. After that I got stuck at a black screen. The computer was still running, but the screen was black. I tried again and it got stuck at that same black screen right after the HP logo showed on the screen (it always does that at startup). I went into startup repair next time and it fixed any errors it found, but the same thing happened again when I rebooted my computer. I tried startup repair once more and this time it said that no OS files were found. Is there any way to fix this? What would cause that to happen? Are the files that were on the computer still on there and will I be able to access them again if I ever fix the computer?

I don't have an OS cd. I'm not sure how anyone would delete the boot file. To be honest, I'm the only person who uses that computer that knows how to access those files. Is there any way I could download the files I need?

I can't. All my other computers are laptops. Is there any way I could put something on a disk or hard drive to fix it? Anything else is out of the question unless I can do something right as the computer is starting up, like the f# keys

I got an error code from running diagnostics that, according to the forums for windows, means that the drive isn't working. I found out after that happened that startup repair shows that it can't find OS files. I wasn't quite sure because I didn't know which was a result of which.
