My CPU shoots up to 100% whenever I try playing games

Hey guys, I dont know what to do anymore. Whenever I try playing games (of all sorts), my cpu useage shoots up to 100% and drastically lowers my fps. When looking at the task manager (sorted by cpu usage) there is never any processes that use greater than 20 or so, and it doesnt look like it adds up to 100.

I have ran Kaspersky full scan, malwarebytes, and superantispyware on safe mode, and that doesnt help. I have defragged my hard drive multiple times. There is no Winstat.exe running in my processes. Quitting skype doesnt help, but closing chrome does.

One thing I have noticed is that when I run games, some of my other processes jump from <10% to >13% or so, like my music playing software (I use zune)

My specs are:
Processor: Intel(R) Core(TM) i7-3615QM CPU @ 2.30GHz (8 CPUs), ~2.3GHz
Memory: 8192MB RAM
Graphics Card: NVIDIA GeForce GT 640M

So it's a temperature issue. If the idle temp is 70 on idle you can bet it will rise a bunch on load and start throttling.
1-make sure the cooling is set to active in power options.
2-Use an airspray in the air intake to blow the dust out.(while the laptop is off)
3-if 2 does not work, you might have to open it up and manually clean the heatsink.
A pseudo-fix would be getting a laptop cooling pad-after trying 1 and 2.

I have a samsung Chronos 7. 15" screen. Its only been an issue the past couple months so i dont know what could have changed. Also, I checked my cpu temp via realtemp.exe and found that on idle its in the 70s (Celcius)
